Geospatial Task Force Proposal

Task Force Scope:


Develop needed demonstrations, refinements, and documentation needed to support adoption of GML on the Exchange Network. Identify and describe potential impacts on Network partners, infrastructure, and tools, and develop recommendations to address these impacts.

Task Force Objectives:

  1. Support adoption of GML on the Exchange Network
    • Develop Exchange Network use cases for partner-to-partner data exchange and for integration with outside geospatial web services (e.g., Yahoo or Google services).
    • Through one or more GeoRSS GML-based demonstration projects, validate and refine the options for incorporating the GeoRSS GML vocabulary into Exchange Network schemas, and using these schemas to exchange simple geospatial data. Develop one or more clear, functional examples that partners can use to learn about and adopt GeoRSS GML.
    • Identify impacts of the adoption of GeoRSS GML to Exchange Network infrastructure and shared tools and recommend to the NTG and NOB any necessary upgrades.
  2. Identify the impacts of adoption of GeoRSS GML to Network partners, current data exchanges, and future Exchange Network data exchanges and develop procedures, standards, guidance, and/or best practices which address these.
  3. Identify any policy implications of adoption of GeoRSS GML and brief the ENLC.
  4. Identify opportunities for encouraging and broadening the integration of geospatial data into Exchange Network activities and/or leveraging the efforts of external groups, and brief the ENLC and NOB.
  5. Provide content for NPRG to develop communication materials and perform outreach on the use of GeoRSS GML on the Exchange Network.


Phase I: Scoping and Demonstration Group

  • Form a small working group made up of geospatial and Exchange Network schema experts. This group will be responsible for addressing Objective 1 and identifying a preliminary list of ideas which respond to Objective 2. In the course of their discussions, this group should consider the following activities and questions:
    • Use case development:
      • What is the set of use cases for exchanging geospatial data on the Exchange Network?
      • What partners do these use cases involve?
      • Which use cases call for implementation of the full GML vocabulary (which use cases exceed the functionalities supported by GeoRSS GML)?
        • What guidance is needed for partners requiring functionality beyond that available through GeoRSS GML?
    • Identification and implementation of one or more GeoRSS GML demonstration projects:
      • Identify and implement demonstration projects which illustrate exchanges of point, line, and area data and integration of that data with Exchange Network and/or external web services.
      • Note that the purpose of these demonstrations will be to expand on previous demonstrations which involved mapping point data with external web services (e.g., Google maps).
    • Integration with Exchange Network schema:
      • How can GeoRSS GML be integrated into Exchange Network schemas in a way that maintains the richness/depth of the schemas and also expands the opportunities for use of exchanges with various geospatial web services?
      • How can lat/long and an additional coordinate reference system be simultaneously represented in schemas?
    • Integration with Exchange Network infrastructure and tools:
      • How should GeoRSS GML be incorporated into existing Exchange Network shared infrastructure and tools?
        Proposed timing for group activities: February-June 2008
        There will be a decision point at the end of Phase I where the NTG and NOB will be asked to approve the technical findings of the Scoping and Demonstration Group before the kick-off of the Procedures and Communication Group. The expectation is that the Procedures and Communication Group will build on the technical findings and decisions approved by the NTG and NOB, and will not re-consider new technical options.

Phase II: Procedures and Communication Group

  • After completion of Phase I of the Geospatial Task Force, a broader Procedures and Communication Group will meet to address Objectives 2-5
  • This group will use the decisions and accomplishments of the Scoping and Demonstration Group as a basis for their discussions.
  • The membership of this group will be volunteer-based, and it is expected that the members of the Scoping and Demonstration Group, additional members of the NTG (or other representatives from their agencies), and members of the previous Geospatial Strategy Team will participate.
  • Proposed timing for group activities: June-September 2008
